      Add deblock_13tap experiment · 4ce85214

      This change enables using 13 taps for luma plane deblocking and 5 taps for
      chroma plane deblocking when pixels are in flat area.
      
      The aim for the experiment is to make sure that luma line 57 and chroma
      line 29 of the current superblock is not changed by the deblocking process
      of the superblock below. Previously this was already the case for luma
      line 56 and chroma line 28 (but not for 57 and 29).
      
      This experiment is part of an effort to reduce the overall line buffer
      size for DEBLOCK+CDEF+LR. With this change it is possible to CDEF line
      -8 to +55 direcly on the output of deblock (which require line +56 and
      +57 to be final).

      this change adds the following filter tap options:
      1. add options to replace 15 tap filter with 9 or 11 tap filter
      2. force chroma plane to only use maximum 7 tap filter
      
      above options are disabled by default

      The parallel_deblocking experiment is proposed jointly by Intel
      and Microsoft. The following changes are implemented in this
      experiment:
      
      - deblocking filter order is changed to filter all vertical edges
        of the whole frame followed by filtering all horizontal edges
        of the whole frame
      
      - filter length decision is made based on the transform block size
        on both sides of the edge. block with smaller transform size
        determines the final filter length.
      
      - transform blocks on both sides of the edge are checked, only when
        both blocks are skipped and they belong to the same prediction
        block, filtering of that edge can be skipped.
      
      - 15-tap filter and extended flat area detection are removed.
      
      - special rule for handling 4x4 transform block on the super block
        boundary in VP9 is removed.

      It in essence refactors the code for both the interpolation
      filtering and the convolution. This change includes the moving
      of all the files as well as the changing of the code from vp9_
      prefix to vpx_ prefix accordingly, for underneath architectures:
      (1) x86;
      (2) arm/neon; and
      (3) mips/msa.
      The work on mips/drsp2 will be done in a separate change list.

      This patch followed "Add filter_selectively_vert_row2 to enable
      parallel loopfiltering" commit, and added x86 SSE2 optimization
      to do 16-pixel filtering in parallel. For other optimizations
      (neon and dspr2), current 16-pixel functions were done by calling
      8-pixel functions twice, and real 16-pixel functions could be added
      later.
      
      Decoder speedup:
      tulip clip:     2% speed gain;
      old_town_cross: 1.2% speed gain;
      bus:            2% speed gain.

      This patch followed "Rewrite filter_selectively_horiz for parallel
      loopfiltering" commit, and added x86 SSE2 optimization to do
      16-pixel filtering in parallel. Also, corrected the declaration
      of aligned arrays. For 8-pixel-in-parallel case, improved the
      calculation of the masks and filters. Updated the threshold loading
      since the thresholds were already duplicated. Updated neon C functions
      to call neon loopfilters twice.
      
      Using tulip clip, tests showed it gave a ~1.5% decoder speed gain.
