Allow certificate rotation

I'd like to re-issue my SSL certs somewhat frequently and have Icecast reload them without kicking off all my users. Perhaps with a SIGHUP?

Specifically, I'm using Let's Encrypt which automatically re-issues certs every 90 or so days, and it'd be nice to be able to set Icecast on a cronjob to re-read them after they get reissued.
