`<no-mount>` (`<mount>`'s child) is noop in 2.5.x

The tag <no-mount> (which is a child element of <mount>) doesn't seem to do anything in 2.5.x. However according to source code comment it should disallow direct access to the mount.

This may interact with the ACL system.
