If relay with on-demand's source goes down, on_demand is no longer reported in status-json.xsl when source returns.

If you set up a relay with on-demand=1 in the relay settings, status-json.xsl will report the setting as on_demand=1. This is great, and helps with calculating total viewers on a source.

One thing I have found, though, is that if the source goes down, the relay will stop reporting on_demand status-json.xsl. This continues even when the source comes back up. The only way to get on_demand reporting back is to restart the service.
