configure.ac: Put sndio and OSS behind AC_ARG_ENABLE

Haelwenn Monnier requested to merge lanodan/libao:bugfix/automagic-sndio-oss into master

This allows to avoid automagic dependencies, kept it to enabled by default to avoid breaking working packages but this is a different behavior than the other options.
