Implementation of Repeat These Extensions.

This version addresses review comments and makes a frame separator with an increment of 0 a no-op, rather than updating the pointer to the first extension to repeat (for consistency with the current IETF draft text), with a new test for that behavior. It also updates the maximum number of extensions that can be parsed from a randomly generated packet.
