Adapt CI/OBS to the proposed docker images, make it work on an empty project

OK, I dropped the beta logic for libigloo, and the compatibility of the automated spec/changelog with icecast-server's CI for now. Tested on -devel (=> nightlies), -master (same) and with a tag.
