ec_multisymbol: Split off new new_tokenset experiment

The new_tokenset experiment replaces the unconstrained tokenset with a
multisymbol alphabet in an inventive way.

Tested configurations:
new_tokenset + ec_adapt, new_tokenset, ec_multisymbol
