Extend now-private portions of API to store channel matrixing data

Add a number of output-channel ordering defines to public interface; 
these are intended to be ORed with format->channels to request specific 
output channel behavior.  The old behavior of passing through with no 
matrixing is thus preserved as the default for apps currently relying on 
that behavior.

polypaudio PKG_CHECK_MODULES() call with one that appropriately

The dmix software mixer and some chipsets don't like mmap io.  Long term

a better way.  Sort the plugin priorities and do them in descending order.
Also makes use of arts/esd functions to test if they are holding the
device or not.  If present, we check the those plugins first and only
use them if they are currently holding the device.

It still requires dlcompat, but now plugins have their own LDFLAGS variable
which is platform dependent.  Also disabled aRts by default on OS X because
it just hangs mysteriously.  macosx native plugin builds and installs but
libao can't seem to load it.  Not sure why yet.  ESD output works with
fink, however.

workaround is now turned off by default.  If the --enable-broken-oss
option is passed to configure or if ALSA is detected, the workaround is
turned on during compilation.  This will resolve bug 48.

I ported this blind, and have only verified that I haven't broken compile

plugin function is optional, so drivers that don't need to implement it
don't have to.  That's why we don't need to bump the plugin API version number.
