Since any value of dQ > 0 will cause the initial quantizer to
 degrade to the format-implied maximum (15) with a sufficient
 number of DRED frames, allow signaling a maximum smaller than 15.
This allows encoders to improve the minimum quality of long DRED
 sequences (at the expense of bitrate) without requiring a constant
 quantizer for all frames (dQ == 0).

Brings the DRED implementation in line with the -00 draft

Run-time CPU detection (RTCD) is enabled by default if target platform support
it.
It can be disable at compile time with --disable-rtcd option.

Add RTCD support for ARM architecture.

Build tests in the tests/ directory instead of top, cleanup, rename,
and eliminate recursive make for the celt/ unit tests.

by POSIX. The other _t types that are not part of the API are still there
for now. Also, got rid of all that was left of the 64-bit types.

Also, added an Ogg encoder (doesn't work quite yet).
