Clean up CfL implementation

* CPU feature check for SSSE3.
* Measure rdo_cfl_alpha() speed.
* Remove redundant loop for 2x speed-up of rdo_cfl_alpha().
* Allow rdo_cfl_alpha() to return None.
* Tidy up formatting.
