missing release tarball for 1.2.1

The release tarball for 1.2.1 is not uploaded to downloads.xiph.org. And https://www.speex.org/downloads/ still shows 1.2.0 as the "latest" release.

@xry111 yes some infrastructure has moved around since the previous release so we will announce on speex.org and the speex-devel mailing list when the release is officially out (and tarballs are up).

I see the tarball is uploaded. Should we (as distro maintainers) update to 1.2.1, or wait for the final announcement?

@xry111 it's up to you but the tarballs won't change. There is also a speexdsp tarball https://ftp.osuosl.org/pub/xiph/releases/speex/speexdsp-1.2.1.tar.gz and GPG signature files for both.
