Fix appveyor build

Ralph Giles requested to merge appveyor into master

A change last year to the msvc project files for the ogg project broke our appveyor build, and I didn't notice. Clearly our continuous integration isn't continuous enough!

We don't have appveyor hooked up to gitlab, but see here for a clean run of this branch.
