Add the noreturn attribute on the assert functions to aid static analysis, improve test_repacketizer error handling, and silence 19 clang static analysis errors with additional assertions.

As of commit 44203907 all celt bands N>1 are even, including custom modes. In light of this, remove some pointless tests.

Result should be bit-identical on most machines/compilers, minus the undefined
behaviour

With minor fixes

Uses a 5ms redundant CELT frame embedded into the SILK or hybrid
packet to handle the switching. It's still possible to use the
PLC-based method when no redundant packet is included.

The byte buffer is now part of the range coder struct itself, and
 rangeenc.c and rangedec.c have gone away.
