Add newer source directories to the destdir file tree so we
can include all sources referenced from opus_sources.mk.

shell interpreter. [ ], the buildin command is more
common.

Makefile.draft got renamed to Makefile.unix in e91dfa0f, but
 build_draft.sh was not updated.

Includes the addition of a band-layout table.

Also, make the archive work with older versions of tar

The opus_headers.txt, etc. files are makefile
fragments defining variables with a list of
required header files for the build. As such
they should use the .mk filename extension,
just like opus_sources.mk, etc.

This file is included unconditionally by celt.h.
As such it's a required part of the build and
should be in the header index files.

- Draft updates
- Updated code to produce and check test vectors
- Making sure that the test vectors pass at all rates as well as for mono and stereo

Renames test_opus to opus_demo and adds the test_opus_api, test_opus_encode, test_opus_decode test programs.

The base64 implementation included with MacOS 10.7 doesn't
support the -w option for wrapping lines. Using the fold
command is more portable.

silk_sources.mk no longer needs to be patched (s/if/ifdef/) for
the draft Makefile to work.
